Access to Sector M10 is unlocked through the Universe Beacon found in sector Space/M09, as such you'll need around 9.0M+ energy on at least one fleet to be able to reach this sector. Since you will encounter a lot of frequent attacks, it's recommended to have 8.5m at minimum on each fleet to avoid losing clones; or adopt a slower strategy to setup air defense with strongest fleets on planets before exploring with weakest fleets.
